Changing Nonroaming User to Roaming Generates Error: "You are not authorized to perform this action"

Problem:
This issue was reported to Quality Engineering as SPRs #BINN5W2QKA and
#PLAE5QDCHK and has been addressed in Domino 6.5.4 and 6.0.5.

Roaming user
SPR# BINN5W2QKA - Users with Author access to the Domino Directory but
specified as Administrator in the person documents could not upgrade or
downgrade users to roaming. In order to do this, users needed the UserModifier
role. Authors listed in the Administrators field of person documents may now
execute roaming upgrades and downgrades.

Server Administration
SPR# PLAE5QDCHK - Registration API will now check Owner/LocalAdmin fields for
users without the modifier role for a document. This regression was introduced
in 6.0.


If you have not yet upgraded, according to the Domino 6.5.1 Administrators
Guide, "To change a nonroaming user, you must have the following:

Editor with UserModifier access or Author with Create documents role and
UserModifier privilege to the Domino Directory
Granting the Administrator in question Editor access with the UserModifier role
resolved this issue.
